The Government of Suriname (GOS) and the Inter-American Development Bank (IDB) signed a loan on February 6, 2020, concerning the Foreign Investment and Export Promotion Program, Contract No: LO4801/OC-SU. The project general objective is to increase FDI inflows and to promote exports in nonextractive sectors through an operational Trade and Investment Promotion Agency (TIPA).

The specific objectives are to: (i) make the TIPA operational according to international standard practices; (ii) enhance awareness about Suriname´s branding to promote investment projects; and (iii) support exporters through advisory services.

To ensure successful continuation of the program, the following individual consultants are needed for the following full- time positions:


1. FINANCIAL SPECIALIST 
The Financial Specialist will be responsible for the day-to-day financial administration of the program. S/he will lead in the preparation of financial progress reports, manage the program accounts, prepare disbursement request, justifications of funds and payments to contractors, conduct the financial planning and update accounting records, and other related financial reports as required.

Qualified candidates for this position will have:

– At least a Bachelor’s degree in Financial Management, Accounting or related field;
– At least 3 years of professional experience in Accounting or Financial Management;
– At least 3 years’ experience in public or private financial administration/ accounting;
– Skilled in financial management and accounting with Quick Books;
– Experience in financial administration of projects with international funding, is an advantage
– Excellent verbal and communication skills in English and Dutch language, is required;
– Knowledge in working with Microsoft projects, is an advantage.

 

2. PROCUREMENT SPECIALIST
The Procurement Specialist is to undertake strategic and operational procurement activities towards the successful execution of the Program and will be responsible for the implementation of procurement activities for goods and services.

Qualified candidates for this position will have:
– A Bachelor’s Degree in Business Administration, Management, Procurement, Purchasing,
Accounting or a related field;
– Training in procurement as evidenced by a recognized Certification in Procurement and Supply
Chain Operations or a closely related area or any equivalent combination of experience and training in the procurement of Goods and Services;
– A minimum of three (3) years of experience in procurement and contract management in the Public Sector and /or working in a project environment such as those within International
Funding Organizations;
– A minimum of three (3) years of experience in the preparation of Procurement Plans, Bidding
Documents, evaluating quotations, bids, proposals, negotiating contracts, project implementation
and maintaining records of procurement;
– Considerable knowledge of procurement laws, policies and procedures or other multilateral
Lending Agencies;
– Excellent supplier management skills including demonstrated ability to develop and manage
business driven supplier relationships;
– Knowledge of contract negotiation techniques, contract terms and pricing strategies;
– Demonstrable computer skills (highly proficient in productivity software including Spreadsheets,
Purchasing and Supply Management, Word Processing, Project Management; and Superior oral
and written communication skills.

3. MONITORING AND EVALUATION SPECIALIST

The Monitoring and evaluation specialist will be responsible for monitoring the implementation status and for conducting regular evaluations of the Foreign Investment and Export Promotion Program in meeting the objectives and expected results, monitoring and adaptive management to improve outcomes. 

Qualified Candidates for this position will have
– at least a Bachelor’s degree in Social Science or related field 
– at least 5 years working experience;
– at least 3 years’ experience in designing, formulating and implementing M&E systems;
– Professional experience in M&E processes, such as the results matrix, monitoring and evaluation
frameworks and other performance monitoring tools and extensive knowledge of monitoring and
evaluation methodologies (i.e. both quantitative and qualitative data collection, processing and
analysis).
– Experience in indicator development, data collection and analysis, data quality assessments, and
reporting and solid knowledge of questionnaire design;
– experience working with and maintaining good relations with international, as well as national
counterparts and beneficiaries; and
– solid experience in the management of people and systems.

 

4. ADMINISTRATIVE ASSISTANT
The Project administrative Assistant shall assist the Project Executing Unit (PEU) in the maintenance and management of project records and information, shall proactively contribute to the day-to-day administrative management of the Program Executing Unit and support the Project Team in the management of communication flow between key stakeholders. 

Qualified Candidates for this position will have:
– At least an associate degree in business administration, Project Management or a related field – A minimum of three (3) years’ practical experience in administration management
– Strong emphasis on accuracy and detail
– Ability to handle multiple projects simultaneously to meet goals and deadlines
– Proficient in Microsoft Office programs, such as Excel and Microsoft Words
– Excellent time management and organizational skills
– Fluency in English and Dutch is required.
– Experience in the preparation of meeting minutes and meetings scheduling
– Proven ability to make effective use of computers and software programs, such as Microsoft Office (Word, Excel, PowerPoint, Outlook) and social media technologies
– Experience in working with international agencies would be an asset.

BASIC FUNCTION OF THE CONSULTANCY: The general objective of this consultancy is to assist the Government of Suriname in its efforts to create a dynamic, efficient and effective set of business processes for SITA in order to attract more FDI. SITA is seeking an advisor who will provide mentoring and technical support to the Director of Investments. The advisor is expected to act as a mentor/coach for the Director of Investments. The consultant will support and advise the Director of Investment on strategy, business process engineering, functions of the team, services and/or negotiation with companies, promotion, aftercare, and policy advocacy.

The consultant is expected to play a central role in the capacity building of the Investment team, shadowing SITA operations for a period of 7 months, 75% of the time with an in-country presence. This process is intended to be a hands-on approach to capacity building as SITA establishes and develops their services in a progressive manner.

QUALIFICATIONS: This role is a full-time, 7-month consultancy requiring availability for on-site presence for at least 75% of the consultancy period.

Specific requirements and preferred qualifications for the consultant are as follows:

•   A Master’s Degree in International Trade, Economics, Business, Management or field related to this consultancy;
•   At least 5 years’ senior-level experience in a major IPA/TIPO running the FDI program or whole agency;
•   At least 5 years of experience in the investment attraction field.
•   Has participated in investment promotion projects in the Latin American and Caribbean landscape;
•   A good understanding of trade and investment policy issues affecting small states;
•   Experience in working with a broad range of stakeholders;
•   Someone dynamic, flexible, driven, and who gets the job done. Considering the closeness in which the individual will be working with the SITA management team, a conducive personality will be top priority;
•   Should be a citizen of an IDB member country;
•   Proficiency in English (oral and written) is required. Additional language skills in Dutch are desirable.

The Ministry of Foreign Affairs, International Business and International Cooperation now invites password protected or encrypted bids via email from eligible bidders to support the preparation, attendance and wrap-up of the Suriname delegation’s participation in Trade Fairs. Bids can be submitted for the following lots:

Bidders may bid for one lot or for both lots. The bidder shall provide evidence of experience with providing this type of support, evidence of working capital for this Contract (access to line(s) of credit and availability of other financial resources.

The Request for Bids will be conducted through the International Competitive Bidding (ICB) procedures specified in the Inter-American Development Bank’s Policies for the Procurement of Works and Goods financed by the Inter-American Development Bank (GN-2349-15), and is open to all bidders from Eligible Source Countries as defined in the Policies1.

The Republic of Suriname, through the Ministry of Foreign Affairs, International Business and International Cooperation, has received financing from the Inter-American Development Bank (IDB), toward the cost of the Foreign Investment and Export Promotion Program (FIEPP, project no. SU-L1056), and intends to apply part of the proceeds for consulting services.

The objective of this consultancy is to a) develop an official high-quality guide providing reliable and up to date information about investing in and trading with Suriname that will serve as an introduction to the country and will signpost users to SITA and other GoS structures for more detailed and current information and b) to produce high level pitch decks for 4 key sectors that can be used by SITA to introduce the country to targeted audiences.

The consulting services (“the services”) include the following:
Task 1: Prepare a Suriname Investment Guide
Task 2: Prepare a generic pitch deck for Suriname and detailed decks for 4 key Sectors

The duration of the assignment is expected to last no more than three (3) months.
The Ministry of Foreign Affairs, International Business and International Cooperation now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Expression of Interest (EOI) does not have a specific format or template, but should include:
(i) a signed letter of interest from the firm to participate in the assignment,
(ii) proof of legal status of the firm (s)
(iii) profile of the firm, including evidence of the firms experience in FDI promotion, sector and or
business data analysis, market and risk analysis
(iv) A list of similar assignments executed not older than 5 years in the area of FDI -analysis and
promotion, business data analysis, market research and other related fields and the presentation of
these results in high level documents.

Short lists shall comprise firms with a wide geographic spread not fewer than five (5) and not more than
eight (8) eligible firms.

Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-15 and is open to all eligible bidders as defined in the policies.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. For the purpose of establishing the short list, the nationality of a firm is that of the country in which it is legally incorporated or constituted and in the case of Joint Venture, the nationality of the firm appointed to represent it.

resources available to investors and exporters in Suriname and how SITA and the Government
can facilitate their plans. Specifically, the website should aim to:

  • Provide accurate and up to date information about positive and attractive business conditions in Suriname and the investment opportunities available for both domestic and international private investors.
  • Develop the image of Suriname as a business-friendly location with a responsive and proactive government that supports the private sector.
  • Provide detailed information about the services offered by SITA to exporters and investors (both international and domestic)
  • Encourage and manage enquiries from potential customers.

  1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. IDB-P1045023-08/22 of 30 august 2022.
  2. The Government of Suriname has received financing from the Inter-American Development Bank toward the cost of Foreign Investment and Export Promotion Program, and it intends to apply part of the proceeds of this financing to payments under the Contract for the Supply and Installation of IT Equipment.
  3. The Ministry of Foreign Affairs, International Business and International Cooperation now invites sealed bids from eligible and qualified bidders for the supply, delivery and installation of IT equipment, which is divided in three lots:

    Bidders may bid for one lot or for multiple lots. The bidder shall provide evidence of availability in the Purchaser’s Country of after-sales services for the equipment offered in the Bid.
  4. The Request for Bids will be conducted through the National Competitive Bidding (NCB) procedures specified in the Inter-American Development Bank’s Policies for the Procurement of Works and Goods financed by the Inter-American Development Bank, and is open to all bidders from Eligible Source Countries as defined in the Policies.
  5. Interested eligible bidders may obtain further information from the Ministry of Foreign Affairs, International Business and International Cooperation; Mrs. Jean Djasman, peu-procurement@sita.sr, and inspect the bidding document at the address given below from 09.00 a.m. – 14.00 p.m. Suriname Time.
  6. Qualifications requirements are included in sections III and IV of the bidding documents. A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Documents.
