SUL1056), and intends to apply part of the proceeds for consulting services.<\/p>\n\n\n\n<p>The objective of this consultancy is to identify an opportunity for simplification of &#8212; and expediting &#8212; a number of procedures for registering a business in Suriname including \u2013 but not limited to the following: (i) Registration of the company (with its charter); (ii) issuing a unique Tax<br>Identification Number for the Tax authority (Corporate Income Tax, VAT) and Customs; (iii) registration with Ministry of Labor, Employment and Youth Affairs; (iv) registration with the Statistical Office\/Institute\/Agency; (v) publication in the Official Gazette.<\/p>\n\n\n\n<p>The consulting services (\u201cthe Services\u201d) include the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Mapping of institutions involved in OSS-type of activities, services currently available,<br>existing legislation, forms being used in the processes. This should include the number of steps<br>and time\/cost of the service provided. Where services vary depending on the sector then the<br>different steps and time\/ costs should be recorded.<\/li>\n\n\n\n<li>For each of the institutional services reviewed, the consultant should detail the current level of<br>remote (digital) interaction in place as well as evaluating the opportunity and cost to increase<br>the digitization process on the eventual route to an e-gov system.<\/li>\n\n\n\n<li>The generation of a Vision and making a case for improved service delivery (from the point of<br>view of businesses)<\/li>\n\n\n\n<li>Options for the configuration\/architecture of the OSS (incl. identification of participating<br>institutions and roles of these institutions)<\/li>\n\n\n\n<li>Main activities planned and timeline<\/li>\n\n\n\n<li>The case for legal and regulatory reform and re-engineering<\/li>\n\n\n\n<li>Organization and Governance<\/li>\n\n\n\n<li>Resources required, including ICT, training of staff<\/li>\n\n\n\n<li>The beneficiaries of the system and anticipated revenues generated by the services<\/li>\n\n\n\n<li>Educating the public<\/li>\n<\/ul>\n\n\n\n<p>The duration of the assignments is expected to last no more than eight (8) months.<\/p>\n\n\n\n<p>The Ministry of Foreign Affairs, International Business and International Cooperation now invites eligible consulting firms (\u201cConsultants\u201d) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.<\/p>\n\n\n\n<p>The Expression of Interest (EOI) does not have a specific format or template, but should include:<br>(i) a letter of interest from the firm to participate in the assignment,<br>(ii) profile of the firm (including evidence of the requisite expertise and skills),<br>(iii) list of similar assignments executed during the last 5 years, and<br>(iv) proof of legal status of the firm.<\/p>\n\n\n\n<p>Short lists shall comprise firms with a wide geographic spread not fewer than five (5) and not more than eight (8) eligible firms.<\/p>\n\n\n\n<p>Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the InterAmerican Development Bank GN-2350-15 and is open to all eligible bidders as defined in the policies.<\/p>\n\n\n\n<p>Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
